OK, I got a little heavy handed with the bokeh (A blurring effect in photography. Often looks like transucent orbs when shooting things like city or Christmas tree lights, etc.)--in hindsight, I'd do less. But I adore polka dots and it's hard to hold back because they are such happy things, aren't they?!
To get the effect, you use a combination of 1st generation & 2nd generation impressions. Also referred to as "stamping off". What that means, is you ink a stamp, stamp it (1st generation impression) and then stamp again without reinking it (2nd generation). It's like getting two colors in one.
The first time I attempted this design, my sun rays were ridiculous wonky. (sad) But, it finally dawned on me that if I stamped the rays opposite each other and then rotated the paper and stamped another set, no more wonky rays--at least none that were "obviously" wonky. Because... "Hey, let me get a ruler and measure out the spacing and angle of the rays on your card!", said no one ever. ;)
